Blackman v. Dist. of Columbia, 04-7139

An action brought pursuant to 42 U.S.C. section 1983 to enforce Individuals with Disabilities Education Act (IDEA) rights is a suit "under" the IDEA, and thus, subject to a Congressional rider limiting the amount of attorney's fees a party may collect from the District of Columbia after prevailing in a suit under the IDEA.
