Nat'l Treasury Employees Union v. Fed. Labor Relations Auth., 05-1230

Petition for review of a decision of the Federal Labor Relations Authority holding that the Internal Revenue Service (IRS) did not have a duty to bargain over a union's proposed "Leave Swapping Program" is denied where the Authority reasonably concluded that the subject of how leave would be allocated among employees was "covered by" a pre-existing collective bargaining agreement between the union and the IRS.
