Petition for review of an order of the National Labor Relations Board granting a union relief against petitioner-employer pursuant to a finding that petitioner had engaged in widespread violations of the National Labor Relations Act is granted in part as to the imposition of a Gissel bargaining order where the Board failed to credit properly raised evidence of "changed circumstances."
