Belizan v. Hershon, 04-7187, 04-7188
Dismissal with prejudice of plaintiff's claims under the Securities Act of 1933 and the Securities Exchange Act of 1934 is vacated where the district court failed adequately to explain, in light of the standard set in Firestone v. Firestone, 76 F.3d 1205, 1209 (D.C. Cir. 1996) its reasons for a dismissal with prejudice.
