Minnesota Christian Broadcasters v. FCC, 03-1439
Defendant-FCC's refusal to award plaintiff a bidding credit, available to new entrants into broadcasting, is affirmed where defendant's determination that plaintiff is not a new entrant rests upon a reasonable interpretation of its own regulations.
