US TELECOM ASS'N v. FCC, 03-1414
An FCC order, which set forth the conditions under which wireline telecommunications carriers must transfer telephone numbers to wireless carriers, is remanded where the FCC failed to comply with the Regulatory Flexibility Act's requirement to prepare a final regulatory flexibility analysis regarding the order's impact on small entities.
