KAY v. FCC, 02-1175
Sanctions imposed on plaintiffs for misleading the FCC, and for engaging in an unauthorized transfer of control of land mobile service facilities, are affirmed over their claim that the administrative record does not contain substantial evidence to support the sanctions.
