WILLIAMS v. US, 03-5316

Plaintiff, who claims he was unlawfully arrested by a special police officer employed by the US Government Printing Office, cannot maintain a cause of action against the officer under 42 U.S.C. section 1983 where the officer did not act under the color of law.
