THOMAS v. PRINCIPI, 03-5182

The Veterans' Judicial Review Act does not deprive a district court of jurisdiction over an action brought pursuant to the Federal Tort Claims Act by a veteran asserting that the VA failed to inform him that a VA doctor had diagnosed him with schizophrenia.
