ADVANCED COMMUNICATIONS CORP. v. FCC, 03-1082

The FCC's denial of defendant's motion to reopen the record regarding a denied permit for satellite service is affirmed where defendant's new evidence fails to meet the "strong showing of sufficiency evidence" required to overcome the interest in administrative finality.
