CASTLEWOOD PRODS., L.L.C. v. NORTON, 03-5161

Detention of several shipments of bigleaf mahogany from Brazil was authorized by the Convention on International Trade in Endangered Species of Wild Fauna and Flora, and the Endangered Species Act; more than facial satisfaction of 50 C.F.R. section 23.14(a) was reasonably required when determining whether the export permits were "valid" under section 23.12(a)(3)(i).
