District court erred in denying qualified immunity to police supervisors on plaintiffs' inaction theory; absent an allegation that the supervisors had actual or constructive knowledge of past transgressions or that they were aware of "clearly deficient" training, they did not violate any constitutional right through inaction or failure to supervise.
