AT&T CORP. v. FCC, 03-1017

Long-distance carriers unsuccessfully challenge Commission's revision of the compensation amount that they must pay payphone service providers for coinless calls per the Telecommunications Act. The effect of decreases in payphone usage may be considered in future Commission rulemaking proceedings.
