ASS'N OF CIVILIAN TECHNICIANS v. FED. LABOR RELATIONS AUTH., 03-1141

10 U.S.C. section 976, which criminalizes collective bargaining over the terms or conditions of military service on behalf of National Guard members who are serving on full-time duty, does not prohibit bargaining over a proposal concerning duties assigned to technicians while serving in civilian status.
