UNITED WE STAND AM., INC. v. IRS, 02-5266
The FOIA entitles plaintiff to the document prepared by defendant in response to a congressional committee directive, except for such portions of the response as would reveal the congressional request. Absent a contrary expression of congressional intent, neither defendant's expectations nor its handling of the document can turn the entire agency-created record into a confidential congressional document.
