GRAHAM v. ASHCROFT, 03-5025

The Civil Service Reform Act (CSRA) precludes judicial review of plaintiff's claim that the FBI violated its own regulations in taking personnel action against him; the "letter of censure" at issue is below the CSRA minima for both major and minor adverse personnel actions. Dismissal of his action is accordingly affirmed.
