CIRALSKY v. CIA, 02-5306

Due to a statute of limitations problem, affirming the dismissals without prejudice of plaintiff's claims against his former employer would terminate this lawsuit. Remanded for a decision on whether plaintiff should be given another opportunity to amend his complaint.
