HARRIS v. FAA, 02-5304
Plaintiffs, former members of the Professional Air Traffic Controllers Organization, unsuccessfully challenge defendant's decision to hire them, pursuant to its 1993 Recruitment Notice, only at the GS-9 level and corresponding salary range. Because the Recruitment Notice constituted "final agency action," plaintiffs' Administrative Procedure Act claim is time-barred.
