COLLINS v. NATIONAL TRANSP. SAFETY BD., 02-1298, 03-1001

Coast Guard administrative law judge reasonably applied rule 34(d) of the International Regulations for Preventing Collisions at Sea in finding plaintiff to have committed misconduct by failing to sound the warning signal when a collision threatened.
