I.T. CONSULTANTS, INC. v. THE ISLAMIC REPUBLIC OF PAKISTAN, 03-7016
A foreign sovereign's failure to make a contractually required deposit in a bank in the U.S. meets the Foreign Sovereign Immunities Act's definition of a "direct effect." Such a failure provides the basis for subject matter jurisdiction over the defendant government, which in turn provides personal jurisdiction per 28 U.S.C. section 1330(b).
