SINGLETARY v. DISTRICT OF COLUMBIA, 02-7138

District court erred in rejecting plaintiff's Title VII retaliation claim on lack of causation grounds without recognizing the close temporal proximity between his protected activity and the alleged retaliatory acts. Court improperly rejected both his hostile work environment claim and his 1983 failure-to-promote claim on the ground that they are time-barred.
