RANGER CELLULAR v. FCC, 02-1155

Appeal dismissed for want of jurisdiction where plaintiffs lack standing to challenge the award of four cellular telephone licenses and FCC order is affirmed where the FCC reasonably interpreted its own rules in denying that request for a refund of filing fees.
