LOUISIANA FED. LAND BANK ASS'N v. FARM CREDIT ADMIN., 01-5366

Prior to promulgating a rule eliminating geographical restrictions upon certain activities of lenders within the Farm Credit System, to put them in competition with each other, the Farm Credit Administration was required to address plaintiff lenders' comments in accordance with the Administrative Procedure Act.
