Under the Ethics in Government Act of 1978 (Act), a former President and his wife were not entitled to reimbursement of attorneys' fees incurred during an Independent Counsel's (IC) investigation, where they could not show that the fees would not have been incurred but for the requirements of the Act, except that fees incurred for reviewing the IC's final reports are reimbursable.
