The district court erred in awarding a fee enhancement under the Equal Access to Justice Act, as expertise in the "safety aspects of the trucking industry" was not needful for litigation involving a dispute over the Dept. of Transp. Inspector General's authority to conduct certain investigations of motor carrier compliance.
