HILL v. REPUBLIC OF IRAQ, 02-7006
In order to obtain damages for economic loss against a non-immune foreign state under the Foreign Sovereign Immunities Act, a plaintiff must prove that projected consequences are "reasonably certain" to occur, and must prove the amount of damages by a "reasonable estimate."
