SIMPSON v. SOCIALIST PEOPLE'S LIBYAN ARAB JAMAHIRIYA, 01-7191
Alleged acts by Libyan authorities against cruise ship passengers were not so cruel or extreme as to constitute "torture" under the Foreign Sovereign Immunities Act (FSIA), but plaintiff may amend complaint to clarify hostage-taking claim. Plaintiff's offer to arbitrate afforded Libya a reasonable opportunity to arbitrate her claim under the FSIA.
