SIERRA CLUB v. ENVTL. PROT. AGENCY, 00-1262

The Clean Air Act, unlike statutes that authorize attorneys' fees awards only to prevailing parties, permits a fee award to "catalyst" parties who obtain, through settlement or otherwise, substantial relief prior to adjudication on the merits.
