21ST CENTURY TELESIS JOINT VENTURE v. FED. COMMUNICATIONS COMM'N, 01-1435

Appellant lacked standing to bring challenges to the FCC's automatic cancellation of its broadband licenses, as its subsequent decision not to seek reinstatement of the licenses rendered moot any claim of financial injury. Appellant had notice of its payment obligations before other licenses were cancelled.
