5 U.S.C. section 7103(a)(9)'s definition of "grievance" encompasses complaints filed pursuant to a negotiated grievance procedure and those pursuant to alternative statutory procedures, and a union had the right to have a representative present at the mediation of a formal EEO complaint filed by a bargaining unit employee.
