Intentional infliction of emotional distress claims against the Republic of Iran, brought by nieces and nephews of an abductee held by a terrorist organization, were properly rejected as claimants are not direct victims under Restatement (2nd) of Torts section 46(1), or "immediate family" members under section 46(2).
