United States DC Circuit

C&E SERVS., INC. OF WASHINGTON v. DIST. OF COLUMBIA WATER & SEWER AUTH., 01-7138

A claim, that a city's refusal to award a contract violated due process, was properly dismissed because District of Columbia law creates no entitlement to a contract before it is formally awarded. A federal Service Contract Act claim was correctly dismissed for lack of jurisdiction.
