A commercial motor carrier lacked standing to challenge a Federal Motor Carrier Safety Administration order upgrading its safety rating, but letting stand a finding that the company violated regulations concerning pre-employment drug testing of drivers, where the carrier failed to show that the drug testing finding injured it in any way.
