United States DC Circuit

LEDERMAN v. US, 01-5157, 01-5158

Because the sidewalk at the foot of the House and Senate steps at the U.S. Capitol is a public forum, and no part of a leafletting and demonstration ban is narrowly tailored to further a significant governmental purpose, the ban is unconstitutional under the First Amendment.
