A medical marijuana "public policy professional" and a marijuana lifestyle magazine did not have standing, without an injury in fact, to seek review of a DEA decision denying their petition to initiate rulemaking proceedings to reschedule marijuana as a controlled substance under 21 U.S.C. section 811(a).
