Where the Office of Professional Responsibility (OPR) compiled files released for law enforcement purposes, redacted information in those files falls within Exemption 7(C) of the Freedom of Information Act, but OPR incorrectly refused to confirm or deny the existence of any additional responsive records, in the absence of an evidentiary showing to support such a response.
