US v. WILSON, 02-5047
A Clinton appointee to the U.S. Commission on Civil Rights, under a commission "for the remainder of the term expiring November 29, 2001," was appointed only to fill the unexpired term of a deceased commisioner, and a successor was properly appointed on that date by President Bush under 42 U.S.C. section 1975(c).
