TOOLASPRASHAD v. BUREAU OF PRISONS, 00-5424
A prisoner's transfer and reclassification in retaliation for exer- cising his First Amendment rights can constitute "adverse determinations" under the Privacy Act; here, because prisoner adequately alleged the other elements of a Privacy Act damages claim, the claim's dismissal reversed and remanded.
