A Department of Health and Human Services directive barring states from using Temporary Assistance for Needy Families (TANF) grants to pay for all of the costs that are common to administering TANF, Medicaid, and Food Stamp programs is barred by the Welfare Reform Act where the agency concluded that its regulatory analysis was the only permissible statutory interpretation.
