SCEPTER, INC. v. NAT'L LABOR RELATIONS BD., 00-1541

Where a union attempts to continue negotiations but management fails to return the union agent's calls, and only one employee out of a unit out of seventy expresses disapproval with the union, petitioner violated Sections 8(a)(5) and 8(d) of the NLRA by declining to continue bargaining with the union and instituting unilateral changes to wages, benefits, and work rules.
