US TELECOM ASS'N v. FED. BUREAU OF INVESTIGATION, 00-5386
Under the Communications Assistance for Law Enforcement Act, 47 USC 1001 et seq., the FBI need only compensate telephone service providers for modifications to systems or services a provider identifies as not complying with the FBI's needs, and this classification does not include systems or services that may be added later.
