Even though the District of Columbia Department of Corrections employees sometimes guard federal prisoners, the D.C. Comprehensive Merit Personnel Act, D.C. Code section 1-602.01, precludes federal competitive status for the purpose of retirement benefits and "entitlement" to federal employment.
