NAT'L COUNCIL OF RESISTANCE OF IRAN v. DEP'T OF STATE, 99-1438
Foreign entities with a presence within the United States are entitled to Constitutional protections, and need not have a "substantial" presence in order to be entitled to notice and a hearing before designation as "foreign terrorist organizations."
