Where defendant was not sentenced by a provision affected by Guideline Amendment 484, there is no need to consider whether that amendment excludes the weight of a precursor chemical used to manufacture PCP from the weight of the "mixture or substance" to which the Drug Quantity Table of USSG 2D1.1(c) applies.
