Sending a summary of grand jury testimony to the qui tam court without the approval of the court supervising the grand jury violates Fed. R. Crim. P. 6(e), and court transmission of the testimony violates Fed. R. Crim. P. 6(e)(3)(E) where the court does not include a required "written evaluation of the need for continued grand jury secrecy."
