IGNATIEV v. US, 00-5002
Under 3 USC 202, the standard of care required to protect foreign diplomatic missions is left to the Secret Service's discretion, but in an action under the Federal Tort Claims Act alleging negligent protection, an agency cannot shield itself from liability by simply denying the allegations in the complaint.
