Vacated in part, affirmed in part, reversed in part, and remanded to district court for further proceedings. In a Freedom of Information Act Request, Centers for Disease Control and Prevention can redact the identity and information of CDC employees when providing information on a University of Hawaii’s biolab inspection under Exemption 6 of the FOIA. However, the District Court erred in granting summary judgment to the CDC’s redactions under the Public Health Security and Bioterrorism Preparedness and Response Act’s public endangerment exemption, where CDC claimed that it may always redact the identity or location of a registered entity. Remanded to determine whether the CDC could show tailored reasons why redacting this information would protect the public.
