Applying Chevron deference, upheld the Board of Immigration Appeals' interpretation of "single scheme of criminal misconduct." The phrase appears in an immigration statute that makes certain individuals deportable if they have been convicted of "two or more crimes involving moral turpitude, not arising out of a single scheme of criminal misconduct."
