Bartolome v. Sessions, 15-71666

Granted in part an alien's petition for review of a removal decision. The Guatemalan citizen argued that the immigration judge (IJ) should have reopened his reasonable-fear proceeding. On appeal, the Ninth Circuit agreed that the IJ erroneously failed to realize he had sua sponte authority to reopen any matter in which he had made a decision and the panel therefore remanded.
