Affirmed that a local school board violated the Establishment Clause by opening its board meetings with a religious prayer. The Ninth Circuit held that the prayer policy lacked a secular legislative purpose and, therefore, under Lemon v. Kurtzman, 403 U.S. 602 (1971), the policy violated the Establishment Clause. The panel also held that the district court's injunction was not overbroad.
